The European Cohesion Policy Regulations’ approach for the period 2014-2020 is geared towards more focus on results:

• with a requirement for the "intervention logic" and targets set, in particular the anticipated results, for each Operational Programme to be clearly reflected;
  
  
• identifying the influence of non intervention related factors on achieving the results in each Operational Programme;
  
  
• defining ex ante conditionalities and establishing intermediate milestones and targets for the end of the period with a performance framework.

The design and monitoring indicator issues present particular requirements, which are reflected in many references to the European Regulations and additional technical guidelines (fiches, guidance documents) of the European Commission, implementing or delegated acts.

The guidance of the National Coordination Authority aims at supporting the Services drawing up the Operational Programmes 2014-2020 in the framework of the Partnership Agreement of the Development Framework, in issues of quantitative targets and indicators contained therein, contributing to the development of a Single System of Indicators for the PA 2014.
